Why don't we burn or bury our paper waste? Either carbon neutral energy, or carbon sequestration.
We're doing the same thing with CO2 emissions. Instead of doing production here, we export it, which in most cases produces more CO2, and we have it shipped here for even more emissions. The whole environmental movement of recycling and reducing CO2 emissions, even though CO2 is nothing more than plant food, is another way to funnel public funds to elites and their friends, and does nothing to actually clean things up.
We have more the enough reserves we could be dumping the garbage at. No reason to send over seas.
