Sergey Lavrov, Minister for Foreign Affairs of the Russian Federation briefed reporters on the statement made at the General Assembly, the situation in Ukraine and other topics. Talking to reporters in New York, Russian Foreign Minister Sergey Lavrov today (24 Sep) said there is an open document outlining Russia’s “doctrine for nuclear security,” and invited journalists “to take another look at what explicitly sets out instances where nuclear weapons use by us would be acceptable.” Asked about whether Russian-occupied territories in Ukraine that would be annexed to the Russian Federation as a result of a referendum currently being conducted, would fall under that doctrine, he said, “I would not here try to make any gloomy forecasts. The entire territory of the Russian Federation which is enshrined and could be further enshrined in the constitution of the Russian Federation unquestionably is under the full protection of the state. That is absolutely natural. And all of the laws, doctrines, concepts and strategies of the Russian Federation apply to all of its territory.” Lavrov said, “the United States, and the European Union, and NATO cannot claim to have a neutral status, they cannot assert that they are not participating in the conflict. Moreover, one of those conventions I believe the Ground Rule Convention prohibits directly the establishing of recruitment points on the territory of neutral states. And you all know how the Ukrainian embassy and the consulate generals in Europe and in other countries, openly on their websites, publishing invitations to join in the holy war against Russia.” The Russian Foreign Minister said, “all states have an obligation to respect the sovereignty and territorial integrity of any states. UN General Assembly members will vote on a resolution condemning annexation by Russia of four Ukrainian provinces. Russia has been lobbying for a secret ballot instead of a public vote. Ukraine and allies have denounced the sham referenda in Donetsk, Luhansk, Kherson and Zaporizhzhia as “illegal and coercive”. The draft resolution backed by western countries would condemn Russia's "illegal so-called referenda" and the "attempted illegal annexation". This UN action is similar to the one taken in 2014 after Russia annexed Ukraine's Crimea. Continuation of the The Eleventh Emergency Special Session of the United Nations General Assembly opened on 28 February 2022 at the United Nations headquarters. It addresses the Russian invasion of Ukraine. Eleventh Emergency Special Session 🤍 The UN General Assembly passed a resolution by a large majority on Wednesday, calling on countries not to recognise the four regions of Ukraine which Russia has claimed, following so-called referendums held late last month, and demanding that Moscow reverse course on its "attempted illegal annexation". The results were 143 Member States in favour, with five voting against -Russia, Belarus, North Korea, Syria and Nicaragua-, and 35 abstentions. The resolution “defending the principles” of the UN Charter, notes that the regions of Donetsk, Kherson, Luhansk and Zaporizhzhia are temporarily occupied by Russia as a result of aggression, violating Ukraine’s territorial integrity, sovereignty and political independence. The General Assembly automatically took up the resolution for debate, triggered by Russia’s use of the veto in the Security Council over it’s attempted annexation. The resolution now passed in the Assembly, calls on all States, the UN and international organisations not to recognize any of Russia’s annexation claim and demands the immediate reversal of its annexation declaration. The resolution welcomes and “expresses its strong support” for the continued efforts by the Secretary-General and Member States, to de-escalate the current situation in search of peace through dialogue, negotiation and mediation. Speaking to reporters after the vote of the General Assembly, the Permanent Representative of Ukraine, called the meeting “a historic moment”. Sergiy Kyslytsya said that “143 votes is amazing” and that for Russia “is very bad” that “only four countries are on the wrong side of history.” Linda Thomas-Greenfield, the United States Permanent Representative, said “today is a monumental day.” She added, “We just saw 143 countries affirm the fundamental principles of the UN Charter. You saw these countries stand up for territorial integrity. They stood up for sovereignty. And you saw these countries stand up for this institution. After Russia's sham referenda and attempted illegal annexations, you saw very few countries stay in their corner in fact, that was only five.” The Head of the Delegation of the European Union, Olof Skoog, also addressed journalists, saying the General Assembly sent “a resounding message that speaks to the world.” “Russia has tried to silence the Security Council. They have not been able to silence the international community nor the General Assembly nor the United Nations,” added Skoog. The U.S. and its allies slammed Russia on Thursday for wasting the time of the United Nations Security Council and spreading conspiracies by again raising its accusation that the U.S. has "military biological programs" in Ukraine. "How much more of this nonsense do we have to endure?" Britain's UN ambassador Barbara Woodward asked the council. The door for a diplomatic solution to end the fighting between Russia and Ukraine must be kept open, and any threat to use nuclear weapons, “universally condemned”, said the President of the UN General Assembly on Monday. Csaba Kőrösi was speaking at the latest meeting of the Emergency Special Session of the world’s most representative body, on the war in Ukraine, triggered by Russia’s invasion of 24 February, which was taking place in light of Russia’s use of the veto in the Security Council on 30 September. ‘We must find a political solution’ That resolution condemned the recent annexation by Russia of four regions of Ukraine, which Mr. Kőrösi said had been plainly illegal. A world without future.” Extend UN brokered grain deal Reflecting one positive development, he praised the leadership of UN Secretary-General António Guterres of the Black Sea Grain Initiative which has freed up some six million metric tonnes of grain so far, saying “we shall act together” to fully implement the lifesaving supply of food from Ukrainian ports. He said it was imperative to secure its renewal, beyond the current timeline of mid-November. Russian call for secret ballot rejected The General Assembly meeting began with a procedural vote on a measure which Russia had flagged, proposing that the Ukrainian draft resolution being debated, be voted on by secret ballot, not through an open recorded vote. The Albanian proposal received 107 votes in favour, with 13 against, and 39 abstentions, with the country’s representative arguing that it would establish a “dangerous precedent” if such a substantive issue of peace and security was voted upon without each country making its view public.
